Of the 3,290 youth referred to San Francisco Juvenile Probation in 2006, 1,379 (67.7%) were referred for criminal offenses. Many of these youth are in a downward spiral toward more and more serious crimes. According to the Office of Juvenile Justice and Delinquency Prevention at the US Department of Justice, "Lack of Opportunity" is one of the five main factors leading to gun violence.
